The broadband infrastructure is weak & lack of education to push HD, which as been a standard for over 10 years is making it difficult to get through some folks

YouTube just blocked that 1976 Beacon Video from being able to be viewed in the states of California, Oregon & Washington.

I am working with the FCC in how to take the Smart Phones & Facebook out the kids hands & start to educate them on the existing communication technologies in the US to date.

A CD's audio is at 44kHz, the audio I am re mastering to is at 320 kbps. Why are we even paying for CDs or Itunes at that quality?

Who provides this high quality service? How much does it cost?

The "QOS" or quality of service is communication standard (like a telephone jack) and must be provided as service from your Cable / Internet Provider.

The Cable Modems do not have that issue & it killed the ADSL telephone modem market

QoS (may as well use the proper abbreviation here) is not a communication standard, it is a measurement or description of the overall performance of a communications system. 

People still use ASDL and cable modems??? Fiber is where it's at.

I just down loaded every Bogart movie & licensed to do so, in  in the last 10 minutes & cup scaled them to HD.

DOCSIS is a spec that is part of CCTV protocols. QoS can be, and is, used in numerous protocols that have nothing to do with cable. In my former life as a technology director for a trading firm, QoS was a major part of my job. Giving top priority to trading data so some traders video porn wank session didn't delay an order for even a millisecond was a big deal. As was VoIP issues over T1 lines. Basically all I am saying is Quality of Service is not unique to any telecommunications system. 

DOCSIS is a non-profit group dude to which I am active member. We designed te spec for the balance of interoperability & QOS.

No, that is wrong and a subject for you that you should note is beyond your inception of-it and driven by engineers such as myself (on the back end & front end)  who report this data by speed, bytes & reports and the QOS of all services in reports to the FCC and internally among our selves; as were so educated to do.
