Because it's being reported by Rupert Murdoch's paper that only 34 NYPD cops have refused the mandate for a shot. Granted, 1,000's have applied for religious exemptions after advice from the police union to do so (shocked so many are THAT religious), and it's noted the Post didn't put the 34 number in the headline. But so much for the massive 10,000 people off the job.
