Tony Ornato was Deputy Assistant Director of the Secret Service and was the head of Trump's security detail. Trump named him White House Deputy Chief of Staff for Operations in December 2019.

Kellogg was responding to Ornato telling him the Secret Service was moving Pence to Edwards air force base.
When you consider that along with the above car comment, Pence’s chief of staff refusing a request for Ron Johnson to deliver slates of fraudulent electors to Pence, and the Grassley press quote, I say there is reason to suspect that Pence knew what was happening.
