trump is referring to the fact that many evangelicals vote solely to effect a small handful of specific domestic policy issues, such as abortion, and in most of our nation's history, evangelicals actually avoided politics, and the heavily political evangelical movement is a new-ish development in american history. so trump is saying that when he gets into office, he will effect domestic policy, and likely the judicial system, in such a strong and radical way that evangelicals will be able to go back their pre-regan stance of being less political, and they will no longer need to vote in order to effect their small list of policy issues that they vote on.
which is still a pretty terrifying prospect, its just being spun in a sort of dishonest way by outlets like CNN and MSNBC - the statement isnt meant to say that elections will no longer be held, the statement is saying that trump will turn america in such an irreversible strongly conservative direction that evangelicals will no longer need to be heavily politically engaged.
so in a way, yes, he is calling for a christo-fascist state, because that is essentially what evangelical conservatives want. however, he is not calling for an end to elections like many media outlets and liberal social media voices are attempting to imply.
