Maybe because he understands that he doesn't know anything about what's really going on, certainly not enough to be preaching about it, and unlike 99.7 percent of the population he's actually aware of that fact and wisely sticks to what he knows.

I can see an artist taking the attitude of "Look dude, if you can't see this crap in front of your face, and you need ME to tell you how I'M voting, and that me and my guitar will have an influence on you, er...that shouldn't be necessary." 

Playing "Wargasm" and suggesting people register to vote should be sufficient. Not sure Billy hitching his wagon to Kamala is a wise move, or needed. Lotta rednecks in his audience, and there's enough division in this country already. I think fans can figure out where he is in this race.
