Ranchers fume as ‘Rainbow Family’ set to camp on federal land in Oregon
The organizers don’t have a permit, and the Forest Service’s response to that has angered area residents such as rancher Loren Stout, who lives near the gathering spot and has a federal grazing permit on land adjacent to it.
He said the Forest Service would punish ranchers if they ignored permit requirements and tapped a spring for drinking water like the Rainbow Family has done. Stout said it took him two years to get a National Environmental Policy Act permit to drill an exploratory mining hole...
“People are furious over this,” Stout said. “Not because it’s a friggin’ bunch of hippies, it’s the different standards.”
Meanwhile, rancher Stout said the Forest Service is “trying to put grazers out of business” but lets the Rainbow bunch do what they want. He said the gathering spot is a major Native American archaeological site and the area has eight springs that could be damaged.
He said the “takeover of federal ground” is no different than the Bundy group’s occupation of the Malheur National Wildlife Refuge headquarters. “I hate to say that,” Stout said.

In 2015 I worked on the FS
In 2015 I worked on the FS district while one of the regional Rainbow Gatherings was happening (outside of Pioneer, CA). I was able to sit in on one of the meeting with the LEO's (Law Enforcement Officers) and the district ranger on how to deal with potential damage or incidents the gathering may produce. I was invited because my boss was away (my 2nd day on the job but the only arch at the office) and the rainbows were utilizing a meadow with a known prehistoric site on it as well as a historic railroad grade along the river where they were to have their main cooking areas.
What I gathered from the district ranger was that the Rainbow do not gather under a permit as they do not have anyone who is charged with being the responsible party to sign for what is know as a special use permit. It's legalities, not selective application of the permitting process. Essentially they are gathering 'spontaneously' even though the forest and personnel where they will be gathering know well in advance where and when the gathering will be taking place.
I didn't hear much negative about the gathering but I think it was only 100-150 people. The arch sites were extensively recorded right before they gathered and the rainbows were vaguely shown areas in the meadow to avoid when they showed up and were told that any damage would result in some sort of enforcement (don't recall what or how this was to be enforced). They couldn't mess up the old railroad grade which had been continually reused as river access anyway. No damage occurred to the prehistoric site. I believe the LEO's visited sporadically throughout the week but am not sure of that.
That rancher who is complaining is doing something different, feeding his cattle on federal land then selling/processing them for profit, along with mining. The rainbow gathering isn't making money/profits off of federal land.

Boy Scouts have large private camps out west so I don't believe they gather in those numbers on FS land. They also are a recognized organization with a chosen representative to sign a special use permit if need be. The Rainbows are gaming the law as they have been provided the blueprint (most likely by a dready lawyer) on how to gather on federal lands without someone signing anything.

Sorry, this is as disingenuous of a concern a rancher can utter in public and then not be ridiculed. Grazing cattle on public land has destroyed way more resources, both archaeologically and ecologically, than any large gathering of hippies will ever aspire to do.

Dirt Bags Most Of Them
Dirt Bags Most Of Them including Veleveta Cheese .They Trashed Benbow Lake Park and stole all the produce from the Benbow Restaurant. They showed up from the gathering to the String Cheese Concert we were putting on . They threatened local volunteer hippies doing security . The head of security is a 70 year old head they threatened him with pit bulls. Security new I had been to over 500 dead shows so they asked me to go reason with them. They weren't having it at all they started spouting about their rights . So we just let them hang out side on the road . They also kept starting fires to cook with even though it was an extreme fire danger .They have no respect for anything . About 2 in the Morning I went back and I told them i'm going home to bed you can stay here and get harassed by the sheriff and chp . That's when thy finally new if they didn't move they were all getting busted all 15 of the busses and idiots on them . What goes around comes around the get what they deserve
