Obama’s legacy of losing: Democrats decimated in Congress, DNC in disarray
The outgoing president will leave the GOP with historic control of government at every level
Obama can’t blame unfriendly maps on the loss of 13 Democratic U.S. Senate seats and 14 governorships during his presidency.
Democrats picked up Senate seats in Illinois and New Hampshire this year, but still fell short of majority. Democrats also picked up six U.S. House seats, a nominal GOP loss that was bound to happen given their massive majority.
This year, Republicans also picked up governorships in Missouri, New Hampshire, and Vermont.
In 2009, Democrats controlled both houses of Congress. For the 111th Congress, which went from 2009 to 2011, the Democrats had 257 members in the House of Representatives and 57 members in the Senate. By the 2016 election, the Democrats had their numbers in the House reduced to 188 members, with them picking up five seats to bump up to 193 by next year. And while the 2016 election saw Democrats get 2 extra seats in the Senate, at a total of 48, it still leaves them without the majority they once had. Democrats have 10 fewer governorships in 2016 than they did in 2008, reducing their total number of state executives from 28 to 18. A couple of instances they lost a governor's mansion only to gain it back later. This was the case for Virginia, they lost the governorship in 2009 when Republican Bob McDonnell won only to reclaim it in 2012 when Democrat Terry McAuliffe was elected.

“Under President Obama, Democrats have lost 900+ state legislature seats, 12 governors, 69 House seats, 13 Senate seats,” Cooper tweeted. “That’s some legacy.”
