I haven't seen any definite cancellation announcements, but yes... it will have to be.
Eugene Saturday Market vendors have set up a Facebook group to point to ways to get their wares to the public (like Etsy, etc.). I wonder if Country Fair folks will do something like that? It wouldn't fill the place of life at the Fair, but it would at least help create an income stream. Maybe also one for musicians?
