Many "humanholes" don't lead to the sewer system (really the storm drain system) but instead to tunnels that contain gas, electric, and telco lines.

What does this have to do with Free Speech?  It's not against the law to call it a manhole, it's just that the new "Book of City Rules" that comes out next year will substitute the new official name for the old official name.  Hell, half the time the official name for something is something no one in real life uses, like "motor vehicle", "permanent dwelling", or  "mobile kitchen".  I guess the OP is either extra sensitive to PC, usually indicating that someone has called him out for racism, misogyny, or complaining about who is using what bathroom, or else he is really old and resents any change even when it does not effect him at all.  I feel ya, man, getting old sucks, but at least I'm not that guy.  Yet.

I think it is pretty silly myself, but does it matter?  No, but if they want to do it, fine.  I am sure that if you call the city to report that the manhole cover is missing that they'll know what you are talking about.
