Do these 90's champion rides go fast, or did they pick them for taxi cars because they couldn't really go over 35 mph? I heard they came stock with an accelerator limiter, so that you couldn't peel out.
anyone ever own one of the cars, or drove one as a taxi in the 90's?

A couple. They sucked. They lacked the frame bushings (or something) that the Crown Vics had. Much rougher ride. The place I worked for tried a couple, and the mechanics weren't fans.

I don't know if that is true. I had my 1991 Caprice Classic LTZ up to 130 MPH once, whereas rental trucks with governors limit out at 70 or 75.
The LTZ is the 'faster' consumer model of Caprice while 9C1 is the cop-car model (reinforced floor, stock transmission cooler, cop tires...)
After 1997 they were available in Saudi Arabia and some other foreign country.
They really were quite sturdy; the times I skidded off the road from Ice and whammed into rocks or trees the car was unhurt. One was a '79, the other a '91 and in each case a tire bore the impact with no harm to body. Motors were small-block Chevy, generally 305 or 350 although some un-Classic Caprices had smaller motors.

I heard about this guy that had a caprice. I think a 90. His buddy had this sweet hand pained vw bus. And the guy with the vw bus kept talking about this others guy's caprice so the guy with the caprice just plowed right into this guy's house/atrium. It was crazy. I believe it was on the local news too. I can't recall when though.
