Location and how to attend have not been announced. There seems to be some sort of tie in with the album to be released, Egypt Station and MTA Metro cards, so maybe a special card get you in. Even if you don't get in, the concert will be live stream on McCartney's YouTube channel.

I'm pretty sure that being an ex-Beatle allows you to do whatever moves you at any point of time. It's not like he really needs the extra exposure so he can become famous. Last time in NYC he set up shop in Times Square on short notice (hours warning) and had tens of thousands of people show up. This time he obviously wants to go more intimate.
BTW, the new album isn't bad at all.
