Went to NJ MVC (formerly DMV) just the other day to get my truck inspected. Actually I was a bit late -- sticker was good until end of March. No lines at all early in the month. Anyway, dude took my registration and went over to the office room, came back with some papers, "You are exempt from inspection. If the cops pull you over, show them these papers. You can scrape your old sticker off the windshield if you like."
It's a few different factors, but for me it was because the pickup is over a certain age, and over 8500 GVW (gross vehicle weight). It's a 2007 Chevrolet 2500 HD (Heavy Duty 3/4 ton) and every light bulb, brake and steering item functions fine. Last time the emissions were just perfect, so they are now. I have not changed anything on exhaust or catalytic convertors since I've owned it.
Jerseyland has always been 'free' for vehicle inspection at least in the 35 years I've been driving. It was more rigorous back when, so if you had a bad wiper or blinker, they'd give you a bright red 'Stop Sign' sticker w/ 30 days to fix yer stuff. Then (sometime in the 80's) they brought in State-licensed 'Reinspection' places, private repair shoppes which could fix your blinker and slap a sticker on the glass, for a fee. So rather than wait in line again, you go to Freddy's Midnight Auto, he puts in the bulb while you're at work, 25 bucks and you're all legal.
Those mutated into 'licensed inspection stations' after a while. So you could just go there to get inspected for the basic fee instead of DMV line-up. The convenience factor was nice, but the place always finds something wrong to repair. Depends how well you know them. For example, my Dad used to go to this guy near his Office, and get a loaner for the day. Dude would re-inspect the vehicle, change the oil & filter and slap a sticker on there. Maybe 50-60 bucks back when.
Despite how many times he got that rock-chip in the corner of the windshield repaired, another rock would fly up and crack it again on the way home.
Now, DMV was 'privatized' in the last 10 years or so, meaning that the State bid out all of its functions to more efficient corporate entities.
Still the same places, although some were shut down. Overall it saved taxpayer $$ for other stuff like multimillion dollar schools or the governor's $100 K SUV. I actually think it's fine to build modern schools w/ pools.
Pretty much, they have just checked emissions & brakes the last few times I've been. Oregon, in comparison, has no vehicle inspection, except emissions check around Portland.
The Jerseyland current governor was deemed too corrupt & obese to participate in resident rump's cabinet. His big claim to fame so far has been wrecking one of his SUV's doing over 100 MPH down the 'Garden State Parkway' but then he fucked with thousands of people on the GWB, so that's a bonus.
That idiot could have wiped out multiple innocent families driving like a Loon on Speed, but never got even a ticket.
However, I do approve of the streamlining of MVC inspection procedures. It is less hassle now compared to the past.
I think it was former Governor Whitman who accomplished all that. Although she was mainly a shill for pharmaceutical industry, she was a much less offensive politician.
Anyway, this current idiotstick did in fact make a new Gas tax. Got it passed by strangling funds for road & bridge repairs. He then cut the 'sales tax' by 1/2 percent as a token gesture :: 'Here is your breadcrust, peasants.'

To many cities in California are blowing to much coin on lawsuits from cops killing people. Lawsuits at the county hospitals when they kill poor patients through substandard care and general negligence. Not to mention people filling up ER's with bullet wounds that require $200,000 worth of care to stop from being fatal that are bankrupting some county hospitals.

This why it will most likely suck. If the money collected went directly to infrastructure repair/replacement/expansion, I would be all for it. Fuel is not that expensive right now, it is a type of tax that is paid by those of us who use the roads in the first place, and results would happen quickly. Wouldn't that be nice?
We spaced it. Instead gas tax will go up $0.12/gallon, and every car gets to pay a new annual fee. Damn roads better get fixed, and fast, and real purty-like.
I think that's the point gravy. There already is a gas tax and the roads are still fucked. We have the 7th highest gas tax in the nation and this new tax will put us at #2 in the nation. So what happened to the money from the original tax?
