the first thing that comes to mind is obviously a super neurotic mentally ill "zero covid" type person, but it sounds like part of how this came to light was a fraud case against the vax'd man that ended up not going thru, and one guess on what could be going on based on this is that the vax'd man was getting vaccinated under different names and was selling the vaccine documentation to people who didnt want to get the shot.
