Not sure what Trump's end-game is here. I think that an unbiased investigation will show some voter fraud, but will show considerably more voter suppression, especially in states that went to Trump.
As I said on the day of the election, my daughter goes to a somewhat liberal college in a conservative county in a very important swing-state that went to Trump. She and her college friends registered to vote there so that they could vote Democratic. After waiting hours in line, most of them were turned away because their names weren't on the voter lists.
I'm guessing that if you took the voter fraud that went against Trump, and compared it with the suppression that worked in his favor, he may have actually lost the Electoral vote also.

I'm sure the idea of a deep investigation into voter fraud has been sidelined, at least.
