Phenominal photo of Tina Turner high above Paris at the Eiffel Tower. Can our photo gurus or others offer suggestions on how this picture was set up?

Guessing a structure was built for a studio photograph and then exposed over an already existing photo of the skyline

Tina had more balls than most men. I'm guessing she got out on the steel and hung on while the pic got snapped., 

I'm not saying this source is authoritative, but the internet seems to think the following is how the photo was produced:

Shot by Peter Lindbergh, the photographer known for ‘inventing Supermodels’, The Best singer climbed up the framing of the Eiffel Tower in Paris, France in 1989, all in the name of grabbing the perfect shot for her single, Foreign Affair. 

According to the German photographer, Tina was not deterred by the incredible height of the historic monument, and went out to cling onto the side of the Tower without any safety features. 

Tina was equally determined not to take off her signature high heels, and baulked at the idea of taking them off for them to be added in post-production.
