One of the major problems is decades of storm water drainage neglect. Everything drainage wise in San Diego is choked with brush, plants, and trash some of it deposited in the 96 or 98 (I can't remember) El Nino. Heard a thing on their local NPR about it a few years ago.
I actually know a dude who did some panning in Southern Oregon and collected a few nuggets. He showed me his stash, nothing huge but a nice film can of Gold pebbles.
Oroville damn leakage has probably washed away quite a nice batch of the stuff.
With all the Weed growers siphoning off so much water from streams & rivers, it seems like anyone could dig around in the shallows to unearth more shiny rocks.
