alot of times in the context of drugs, by "commercially available", people mean widely sold to strangers in places like on the street or at shows...for example, at times i have been able to access crystal, or dilutions not commonly available via networks of friends, and i would not consider those items to be "commercially available", even tho they were available to me and i had the option to pay money for them. "commercially available", to me, means the material you are able to get from the guy wandering the lot whispering "doses", not things like material thats broken down for me from a friends bulk stash, or in the context of this discussion, professionally, legally produced vials diverted to recreational users and passed around/sold to networks of friends/acquaintences.
was the stuff you were getting that wasnt on paper maybe procured thru a network of friends who might have gotten their material via a pharmacutical company or open minded psychiatrist or something like that? LSD was still legal in 66, so i'd imagine at that time, most of the material average trippers were getting was legitimately produced and distributed thru networks of friends, and often wasnt being sold in mass quantities to strangers, and then once it was made illegal, the floodgates for black market production opened up.
its also possible that the "first commercially available" acid was only on paper breifly before producers improved their operations and switched to the seemingly more professional looking pills or geltabs. afaik acid on blotter only became widespread later on, once people realized charges were being based on the weight seized, which often included the carrier medium, so paper became more common because it was much lighter than geltabs or pills.

Sadly, one of our friends spent 5 years in Fed. prison for paper beginning in the late '90s. He was given up by someone who did very well. She did no time for whatever she had done. He was lucky enough to go to Sheridan, near Salem, OR. It was relatively new, med. security. It was easy to visit. He was then transferred to KY and then somewhere in PA at his request because his wife had moved to NJ. I sent him a postcard or note every week during his whole 5 years... I love postcards and as you can imagine, it helped him get through the time.
