Trump's budget isn't going to pass. No doubt that there will be huge hits to programs under HUD, but I don't think they will be fully defunded.
In general, there will be a lot of negative consequences to the cuts that will go through. For instance, everyone thinks that the Dept of Education covers pre-k - 12, and a lot think that the Feds should not be in that game. Slash and burn, right? Maybe, maybe not.
Problem is, the DoE, in conjunction with the Dept of Labor, also up for cuts, funds and oversees adult education and job and technical training programs for adults. Those will also be cut. Without those programs, we can't retrain American workers for the new jobs. The only way to fill them is to farm them overseas.
Isn't that Exactly what Trump has been saying he want to stop? If so, why cut the programs that are fundamentally necessary to achieve the goal?
I would love for one of our conservative Zoners to give a real response to that question.

A "Grand Bargain" was made in congress just not the normal type. Trump is getting help from Republicans with his coverup of Russian money during the 2016 campaign. While Republicans get to push there Ryan agenda since there blackmailing the president.
