this shit is so stupid. how is this harm reduction? harm reduction for opiates is supposed to center around needle exchanges and safe injection sites, not free needles for everyone no matter what + all manner of non IV drug paraphernalia. a needle exchange is supposed to reduce the spread of disease by giving people access to clean needles, and reduce needle litter by requiring users to turn in their dirty needles in exchange for clean ones. its "harm reduction" because you are reducing the potential harm of communicable diseases and needle litter. you are not actually reducing any harm by giving junkies foil and straws. what a crock of shit. the idea that you will convince people not to shoot up, or get them into treatment because youre handing out tinfoil and straws is so absurd.
SF has totally botched harm reduction in another way, by changing the idea of a needle exchange to "free needles for all no matter what", a huge percentage of which obviously end up on the streets of SF, because dirty needles are no longer required to exchange for clean ones, and there are still no safe injection sites in SF, which should be operating closely with needle exchanges.
feels like a lot of the nations most liberal cities are taking parts of harm reduction, running with them at full speed, and are ignoring other, sometimes more difficult changes that need to be made in order for a more permissive drug policy to work well, and IMO its not going to end well for these cities, and its going to push back progress on meaningful drug reform. the idea of a treatment based, harm reduction approach seems to just be turning into "give them drug paraphernalia and let them openly use on the street".
