Retarded is a scientific term. It’s fine to use if you are not using it to insult.  In fact, it insults me that people think it’s wrong to use at all...

The original version of 'lets get this party started' by black eyed peas was 'lets get retarded'. Regardless, its not a very nice word, I am not so sure its scientific. Its more of a generalization, or a label, perhaps a stereotype even. As science advances, the actual etiology of many diseases is better understood and the need for 'bucket labeling' decreases proportionately.

I don't know why you can't say "cause of," rather than "etiology of." Perhaps you should stick to etymology, which explains that "retarded" means "delayed."

Also, does this mean that we cannot say "niggardly" anymore?

When I tune up my vehicle, the ignition timing is adjusted to fall between two conditions "advanced" and "retarded." 

When I speak to or about my uncle I refer to him as handicap or disabled.

I was just about to make the same connection.  I remember that from helping my grandfather tune up his cars many years ago.

 

Calling someone a "retard" is obviously insulting, but retarded is a perfectly good word. Other, more correctly descriptive words are available, if talking about mental inadequacy.

The word offends me when using it to characterize a person, having raised a child who had severe special needs. The Short Bus also very offensive. 

Fortunately my son is now a straight A student but it was a long road to get there with a lot of uncertainty along the way. Martial Arts helped him tremendously along w his IEP and tutors.

Etiology is a little deeper than cause IMO. Its close, but not really the same. Medicine-speak, for whatever reason the words come out in this vernacular because that is what I do all day. The history of a word does not make it any more or less correct in today's society.
