Governor Abbott just released a proclamation openly defying the federal government including specifically the Supreme Court which ruled the state had to remove razor wire from some border areas as it was interfereing with Border Patrol operations.
Meanwhile, it is reported that Mitch McConnell told GOP senators in a closed door session that Trump does not want them to pass a bi-partisan bill on border security just so he can continue to run on the issue during the election.

If I recall, Trump could've cared less about the border, until Steve Bannon brought up "build the wall", which T tested at a ralley, it was insanely successfull... and the rest is history. Though when he had control of both chambers of congress, they never passed the wall bill, likely for similar reasons, it's a very profitable campaign tool! Get donations, increases voter anger and hence turnout, more volunteers....
