The artists listed on that second link would seem to provide some insight into who might be Phil's friends for the Halloween Phil run at the Cap.

Good catch!  I am surprised that Phil agreed to this -- Oct 30 is his day off on the Philoween run.

If there is one thing that I've learned being around rock and roll in the past decade, it's that there are plenty of people that are happy to spend what appears to be an unreal amount of money to be closer to their favorite performers. There are more people than you can imagine that spend north of 6 figures to follow those performers around on tour and pay VIP upsells at every show they are available. If they can do it and it makes them happy, so be it.
