"Wholesale" partisan policy reversals: is this our future?

It seems the Trump administration has been undoing regulatory measures as fast as it possibly can across multiple platforms (i.e financial, environmental, etc.).
If the Dems manage to regain control in the future, will they simply roll back what has been "undone" across the board in one fell swoop?
Are we doomed to be riding upon a political pendulum that simply reflects "all or nothing" of majority rule?
