The NHS will ban patients from surgery indefinitely unless they lose weight or quit smoking, under controversial plans drawn up in Hertfordshire…
In recent years, a number of areas have introduced delays for such patients – with some told operations will be put back for months, during which time they are expected to try to lose weight or stop smoking. But the new rules, drawn up by clinical commissioning groups (CCGs) in Hertfordshire, say that obese patients “will not get non-urgent surgery until they reduce their weight” at all, unless the circumstances are exceptional.
The criteria also mean smokers will only be referred for operations if they have stopped smoking for at least eight weeks, with such patients breathalysed before referral.

I don’t have a problem with people being told they need to make lifestyle changes if they are truly interested in staying alive.
And im pretty sure Hertfordshire-On-Grange was where Led Zeppelin recorded Led Zeppelin III with no power or heat, only cocaine and wine, which would probably eliminate them from consideration for surgery.

It sure as hell makes a ton of sense for people to lose weight or quit smoking before non-urgent surgeries. I'd have to imagine that recovery times and costs would decrease substantially, and outcomes would be much better.
Plus, it beats unnecessary and demeaning vaginal probes for abortions.

After reading the article, it makes sense to me.
Might as well save some money, while increasing possibility of recovery and ongoing better health, by delaying non-urgent procedures until reasonable provisions are met.
And it looks like exceptions can be made on a case-by-case basis.
People still have some freedom of choice regarding their health.
