The founders clearly established a principle of legislative supremacy as the primary underpinning of the architecture of the Constitution.

The Constitution clearly enumerates "the Senate shall have the sole Power to try all Impeachments".

On Feb 9, the Senate exercised its power with a bipartisan majority vote to affirm its Constitutional jurisdiction in a trial of a former President.

Today, Senator Mitch McConnell explained his vote to acquit Trump in the impeachment trial was due to his belief the Senate does not have the jurisdiction to conduct an impeachment trial of a former President after leaving office.

Was the Senate vote on Feb 9 non-binding and Senator McConnell (and other Senators) simply believed they were able to override it? If this is the case, can Senators simply ignore any vote they disagree with?

I agree with your main underlying sentiment, but not sure how an appeal of the Constitutionality to the SCOTUS on an impeachment would work if it's a clear separate of powers issue?  IOW, if the Constitution clearly states "the Senate shall have the sole Power to try all Impeachments", and the Constitution is otherwise silent on the timing, then would the SCOTUS be overstepping it's bounds other than to simply concur with what is written in the Constitution?

Since Biden is not a dictator and cannot order Manchin to vote for it, they could earmark some money for West Virginia, that might persuade Manchin.  Biden could threaten to support a primary challenger next time Manchin is up for election in 2024. But that's not much of a threat, Biden only received 29.69%, in West Virginia. Schumer could threaten to take away Manchin's committee assignment. 

 

If Biden/Schumer plays hard ball, Manchin could threaten to withhold support for much, or all ,of Biden's agenda, This would mean that not much of anything would pass.

For the sake of playing devil's advocate, I'll say that's not exactly true, Bss. The thresholds for free and subsidized health can easily go up commensurate with an increase in minimum wage, so that the only winner isn't the insurance industry.

The states that chose to be on the Federal Exchange are locked into the numbers set by the feds. Vermont, for instance, has a considerably higher threshold. I think that a few shithole red states have lower thresholds.

I only bring this up because if they are inextricably linked, then we're fucked. By unlinking them, at least it's a stopgap measure that can allow for some progress, and not put billions more into the pockets of the health insurance industry.

Sanders is championing moves to more than double the federal minimum wage from $7.25 an hour, its level since 2009, over a five-year period. I agree. unfortunately, reconciliation is not an instantaneous process. It requires weeks. This is one of the reasons Biden was looking for some Republican support. Hell, the Senate parliamentarian hasn't even ruled as to if the $15 minimum wage can be included, as per the rules of reconciliation.
